Succession Certificate and Heirship Certificate in Pakistan: 2026 Guide
A succession certificate establishes entitlement to a deceased person’s movable assets; letters of administration are needed for immovable property. NADRA now issues both for uncontested estates, which is materially faster than the court route.
Of all the documents a family needs after a death, this is the one most often discovered too late — usually when a bank refuses to release an account, or a share transfer stalls. Two different instruments are involved, they are not interchangeable, and knowing which one your situation requires saves months.
Succession certificate vs heirship certificate — the practical difference
- A succession certificate establishes entitlement to the movable assets of a deceased person — bank balances, savings certificates, shares, provident fund, gratuity, insurance proceeds and outstanding dues. It is what a bank or company requires before releasing anything.
- A letter of administration is required where the estate includes immovable property and no will exists, authorising the administrator to deal with that property.
- Where there is a will, probate is the corresponding instrument.
"Heirship certificate" is used colloquially, and in practice usually means the succession certificate — but confirm what the institution holding the asset actually requires before beginning, because applying for the wrong instrument is the most common cause of delay.
The NADRA route — the significant change
Historically every succession certificate meant a civil court petition. That is no longer the only route. NADRA now issues Succession Certificates and Letters of Administration through its Succession Facilitation Units, and for straightforward uncontested estates this is substantially faster than court.
How the NADRA process runs:
- Application at a NADRA Succession Facilitation Unit by a legal heir
- Biometric verification of the applicant and of the other legal heirs
- NADRA generates the list of legal heirs from its own family records
- Public notice is issued, allowing objections within the prescribed period
- If unopposed, the certificate is issued — commonly within a few weeks rather than the months a contested court petition takes
The NADRA route only works where the heirs agree. If any heir disputes the entitlement, disputes the list of heirs, or fails to appear for verification, the matter goes to court. It is also unsuitable where the family structure is complicated — an unrecorded marriage, a disputed paternity, heirs abroad who cannot attend biometrics, or a predeceased son whose children inherit through Section 4 of the Muslim Family Laws Ordinance, 1961.
The court route
Where the matter is contested, or involves immovable property, the petition is filed in the civil court having jurisdiction. It sets out the deceased's particulars, the date of death, the assets concerned, and the full list of legal heirs. The court issues notice, allows objections, records evidence where the matter is opposed, and then grants the certificate.
Court fees on a succession certificate are calculated as a percentage of the value of the assets covered, which is why the assets must be scheduled accurately rather than estimated.
Documents you will need
- Death certificate (NADRA-issued)
- CNICs of the deceased and of all legal heirs
- Family Registration Certificate (FRC) from NADRA
- Nikah Nama, where a widow is among the heirs
- Bank statements, share certificates, or documentation identifying each asset and its value
- Where an heir is a minor, guardianship documentation
The FRC is the document families most often lack, and obtaining it can itself take time if NADRA records are incomplete or a family member's record was never updated after a marriage or a death.
Where these applications go wrong
- Omitting an heir. Whether by oversight or design, a certificate obtained on an incomplete list of heirs is open to challenge, and the omitted heir can reopen the distribution years later.
- Understating the assets to reduce court fees — which then leaves assets outside the certificate's scope, requiring a fresh application.

After the certificate is issued
The certificate authorises collection of the assets named in it. For immovable property, mutation in the revenue records is a separate subsequent step — the certificate alone does not transfer title in land. Families frequently stop at the certificate and discover years later that the property still stands in the deceased's name.
Where heirs cannot agree on how to divide what has been released, a suit for partition is the remedy.
