"The Madrid System covers 130+ countries" is true and slightly misleading at the same time — it's not a flat-fee ticket to all of them. Understanding how the fee structure and country coverage actually work prevents an unpleasant surprise when the first WIPO invoice arrives.
Which countries a Pakistani business can realistically designate
Major export destinations for Pakistani goods and services — including the EU (via the EU as a single designation), the UK, China, most of the Gulf, and a growing list of others — are Madrid members. Some markets that matter commercially to Pakistani exporters are not, or have only joined recently, which changes the calculus for that specific market. We check current membership against a client's actual target list before recommending Madrid over direct filing for any one of them.
How WIPO's fee structure is actually built
An international application isn't one number — it's a base fee, plus a supplementary or individual fee for each designated country, plus a fee per additional class of goods or services beyond the first. All of it is paid to WIPO in Swiss francs in a single transaction, which is the actual convenience Madrid offers — not that it's free or flat-rate, but that it's one payment instead of a dozen separate ones in different currencies.
Individual fees vs the standard fee schedule
Some member countries charge a "standard" WIPO fee amount for their designation; others — generally larger or higher-cost jurisdictions — set their own "individual fee," which is usually higher than the standard amount and varies by class count. This is where a rough mental estimate based on "the Madrid fee" goes wrong: designating five standard-fee countries costs meaningfully less than designating five individual-fee countries, even though the application process is identical.
Reading a fee estimate before committing
Before filing, we run the actual designated-country list through WIPO's current fee schedule rather than quoting a rough average — the difference between a five-country estimate built on averages and one built on the specific countries chosen is often the difference clients notice most when the real invoice arrives.
